Why the different horsepower ratings with the GIAC X chip?

Why the different horsepower ratings with the GIAC X chip?

For the 225, AWE claims 40 hp, GIAC claims 35 hp, and GIAC's jpeg dyno chart shows 24.3 hp. Why the different ratings?

I don't know why AWE claims 5HP more when it's the same product.

I think the dyno readings are at the wheels not just the engine rating.
