Would a leak in one of the hoses cause DV to stay open?

Would a leak in one of the hoses cause DV to stay open?
I have tried the stock DV and a 007 DV. I seem to get a sound like the DV is staying cracked open.(like the typical woosh sound, except not as loud and its constant even when on the throttle)As a result the car is unable to hold any boost.
