Default YES. Look at the Ford CAFE ratings from 1927 and 2007

Ford fleet averaged 25 mpg in 1927, most model T's

Ford US fleet averaged 23 mpg in 2007.
Ford Europe fleet averaged 36 mpg in 2007.

80 years apart, one country took the low road, and one continent took the high road.
