It came new off the dealer's lot without hood rings? Wow!
If CPO then obviously de-badged by first owner.
But will certainly make it easier to apply coatings. I actually preferred prior grille rings for same reason.
I haven't realized that the rings are missing on the hood to this date... Car is getting clear bra and ceramic coating right now so I'm not sure if I can do anything about it anymore. I don't think I care that much about it but I definitely need to understand why they are not there. Thanks for pointing out!

It was a consignment sale through a high end dealer. Car is new-like except the few thousand miles on the odometer. And, the missing rings I sent them a note to ask the first owner about the rings. I would still want to have them even if I may not be able to put it back on top of Ceramic Pro. Fingers crossed.

There should be no issue installing new badges over the ceramic pro. I have Opti-Coat Pro Plus on my S6, and the V8T badges from my fenders had to be removed for film install. I bought a new set and had them put back on after film/coating installation - they're perfect.

The coatings have come a long way, but they are still just very thin layers of polymers and such, not the impossible-to-adhere-to-nano whatever voodoo magic they get made out to be. As mentioned, you'll have no trouble applying a badge on top.

New Plate location
Below are pictures of my new plate location on my 2017 TT Roadster. No holes drilled anywhere into the car. I just took four small L-Brackets, with two holes each and attached the brackets to the plate and then used black nylon ties to the grille, with a foam pad on the bottom where the plate rests on the lower spoiler.

I run plateless when driving, and just use zipties when I park it. cops rarely hassle u while in drive, usually only when parked. but out of my 5 years of driving around plateless, I only received 1 ticket, and the reason for being pulled over was cause of registration.
