Fun101 has the seat belt retainers on her TTS coupe seats (Canadian; discussed in the trim detachment thread). We don't have them in the US however.

I took a quick look at my red seats and don't see the same rubbing. When the belt is on, I think my shoulder may be high enough to hold it above the seat. Have you considered shoulder pads - maybe you could bring them back into fashion ;-).

I surmise our DOT feels the belt loops somewhat impede emergency rear seat access and/or may hold the belt at too steep an angle for some. Again, just my guess. Sometimes they're too risk averse and other times, when they should be, not so much.

That red does look rubbed off. Any of the gummy black we see in the pics may be mangled red remnants. In my previous car I used those padded wraps at the top of my seatbelt (cheap in any auto section). I used it for comfort because the belt irritated my collar bone. This might help prevent that chafing. They may look a bit tacky but I think the leather looking worn would bother me more. Also, when putting on your seatbelt, maybe try to lift the belt/buckle up and over a bit higher to avoid dragging it along the seat.
