How do I Flash To Later Version? Can I use Vag-Com?

Default I don't know that a different TCU flash would effect this. I was speculating only. ...

A chip tuner could possibly impliment the Tip in D feature as provided on the 3l TCU. I don't know whats up with the coding you used on your friends '02. 000X0Y2, where X=1 "Tip paddles present on SW, X=0 "Tip paddles not present", Y=0 DSP active, Y=1 DSP not active. Values for Y other that 0 or 1 are not defined.
Make sure the Steering column Control Module is coded for tip Steering wheel function or equivalent, also.

BTW, when the TCU coding has 5 digits, that is early firmware version, later flash versions have 7 digits. IE, 0001002 vs 01002.
