Key fob working but not working 2008 A4

Key fob working but not working 2008 A4
Hi guys,
Just bought a used A4, good condition, all electronics work. Came with 2 key fobs; one works, one doesn't. And this is the part I am banging my head about:
Checked out the measuring blocks in VAG-COM and BOTH keys are working perfectly. All buttons 1-4, for both keys 1, 2 are working and show up correctly in the measuring block.
So what is wrong? Do I have one disabled somewhere? Anyone else run into this problem?
