Default Las Vegas or California tech people?

I have a 2008 A6. The center screen in the instrument cluster went out. I got a cluster on eBay and have it to a guy I know who works for VW. He took it, and the car, and was going to install the new cluster for me. However, the closet was from an 06 and it wasn't the right part. It looked the same, but inside was different.

Anyways, the guy tells me that the people at Audi cannot put in a cluster that has been taken from another car even if I get the correct part number. He said the VIN is stored in the cluster and it cannot be changed so the car will never pass smog because the VIN in the computer won't match the VIN on the car. Does anybody know if this is true? He said the only way is to get a new cluster from Audi for $792.00. That's with my friends employee discount. So... Basically can VAG/COM software change the VIN?
