So I'm getting a new laptop- don't I have to deactivate or something to install on new machine?

If you have a dongle interface from Ross-Tech, then no, you do not have to do anything like deactivate. If you do not have a dongle interface, then you need to deactivate, copy the code to a file, install VAG-COM to your new computer, get the serial number from the computer and fill out the form at the link listed below.
