Going from OEM "Wineglass" w/ 35mm offset to a BBS RX with 45/mm offset should push the tire to
the outside of the car and be ok correct? I was using this link as reference

Higher offset means the wheel will be hidden more inside the wheel well
Which wineglass rims are you referring to? The 16x7 ones which came on B5 (and some C4 I think) had an offset of ET43, not 35.

You also need to use the width of each wheel in your calculations.
