Seriously, unless you're going to give us some more specific requirements, you will not get any useful answers here.
Start with model/year of your car, complete tire size, your expectations (performance, comfort, etc.), driving conditions/weather, etc.
As for rims, this is very subjective. Buy the ones that YOU like, not the ones that someone else tells you to.

I have a Black 2004 Audi A4 1.8qt... i want something that looks good of course but are light and wont be too heavy for performance reasoning. 18" Preferably... looks for Black powder coated. I love HRE's but im not spending 1500 hun a wheel sorry haha not to get jacked in my city by some thug. Hartmans look good... but i need black.

you need to reconsider your budget and your priorities
1. lightweight wheels
2. strong wheels
3. inexpensive wheels
usually on a budget you can secure a combination of any 2 in the above list: lightweight + strong wheels end up being very expensive while inexpensive wheels can be strong but are not often lighweight.
