Wheel newbie Q: Are offset's car-specific, or wheel specific?
By car specific, I mean all wheels for the car are ideally x offset.
By wheel specific, I mean the ideal offset depends on the style of the wheel.

Offset is a function of both the car and the wheel ...
To address your question more directly, though, offset is technically vehicle-specific. The same wheel design can come in a wide range of offsets and diameters, but only a limited number of offsets work for any given vehicle ... and even fewer offsets are optimal, given wheel width and brake requirements (clearance).
Don't confuse the fact that many aftermarket wheels use an offset that works with a wide range of applications, ET 35 as related to Audi products for example is a popular "standard".
