When a tire blows, it means that it exploded into shreads. There's nothing that can be done to fix it.
Are you just saying you cut your sidewall, on a piece of glass or other sharp object? Depending on how close the puncture is to the tread, it may or may not be fixable. Most of the time it can't be fixed - the sidewall flexes too much to be able to hold a patch/plug.
