That does seem excessive. Pretty much leaves the Bay for anchoring.

Maybe I read the local notice to mariners wrong or something. I know that when you actually go by
 

boat it is readily apparent where you can anchor and where you can't. You can go up past the Rt. 50 bridge as well to anchor as long as you get through before they close the area.
