Here in the US, unless the car was over 25 years old, it would have to pass an expensive emission compliance check/upgrade before it could be put on the road.
So you really should find out if any legal problems arise from a car with emissions tampering, and whether it was sold "as is" or represented as a legally running car.
The second question is why those parts were removed. Perhaps to bypass or cripple the turbine? Or other way to "get it running" when some expensive work needs to be done?
Either way...find someone who KNOWS the import laws (unless you just bought it for parts) and then find out what problem(s) have intentionally been hidden by the seller. I would be most surprised if it just needed an EGR part and a couple oh hoses.

It passed the inspection no problem, even like this XD. No blue smoke from the exhaust or anything like that, drives fine, doesn't overheat. Only thing is that rpms fluctuate about 50 rpm but only when cold, most likely due to the huge vacuum leak because of the missing tubes.
