Getting tinted on thursday, what kind should i get?

The Cheif of the Long Beach PD told me that any tint in california is illegal. The reason is...
...not because you cant see the driver. But it prevents the safety glass from breaking away properly in an accident. People can be trapped in the car and the film can hold the glass together, cutting up the people inside. Most cops here dont know that though.

That may be the reason for CA's law, but it doesn't make any sense to me. The film holds the
glass together so the pieces don't go flying and that's supposed to cause people to get cut up???? Doesn't most auto glass from the factory have a film inside it to do exactly that so that the glass doesn't shatter?
