A/C as in Air Conditioner?

If so, there is no consumption of coolant so baring a failure and coolant leak, no refill is required.

Agreed. Refrigerant is not consumed. If you're blowing cold air you don't need refill.

If you're not blowing cold air you have a leak or other defect.

Maybe a better question would be A/C service interval...

...I live in Houston, which is unbearably hot and humid - which is quite hard on A/C systems. Although its a closed system, I have heard that there is a filter and/or something to do with moisture that should be replaced proactively in extreme climates like this.

More than one person has recommended proactive maintenance, but this could easily be an urban legend or plain old b.s.
