You would need a different low beam setup. The bi-xenon's use a shutter that opens for the hi-beams

that is interesting so they dont have any balasts with two power plugs?

It wouldn't work because of how the HIDs need to "warm up" when you turn them on.

So when you hit the HIDs it would always be like you just turned on your headlights.

they are arc lamps, so you need huge voltage and current to 'start' the lamp.
