TAR?!?!?
Does anyone know of a miracle solvent or some other way to remove a lot of tar?

Mare sure you wear rubber gloves when dealing with these solvents... they are nasty if you get them on your hands.

So basically, there are plenty to choose from. If I recall correctly, most are petroleum based and take a lot of elbow grease. Afterwards, make sure to clean the area thoroughly (probably with the dreaded diswashing liquid or Simple Green) and then re-wax.
I have since used it on tar, sap, and other odd road spatterings. It works great. Don't use a cheap cologne, use a good one like armani, TH, CK, etc. . . Spray directly on the material wait a few seconds and wipe with a slightly damp cloth. Make sure you use a 100% cotton cloth and turn it frequently.
