I have an idea. (This is usually where my wife says, "uh oh...")
What would you say if "someone" like Audiworld for example, were to purchase a complete set or two of the Nav CD's; and then, as a service to its loyal following, offer for a nominal "fee," just to cover shipping and handling, of course, the short term use of said CD's. Since no actual profit was being made, (just the re-couping of shipping/handling costs) there shouldn't be any issues. I know we have restaurants in the midwest that "loan" out books on tape. You pick one up at location A, and deposit at location B while on the road. Again, no profit, no transgressions. Anyway, just a thought. Ideas?

I think it's a great idea, but if AudiWorld isn't up to it...
I won't be getting my A6 until early next year, but do plan to buy the entire set of US Nav CD's. I have at least two cross-country trips planned for next year. Obviously I won't be making *that* many trips out of northern California, but will not need all the CD's, all the time.
I would be happy to (and encourage others to) loan out those I don't plan to use for s/h costs. The difficult part is how to create a deposit, just in case the borrower is unable or unwilling to return the CD in good shape.

That was actually my "first" idea...
But was going with the idea that "someone" from each region would have to pony up a CD. That's when I got the idea of a "central repository." Just thought of Audiworld as an example. As for deposits, there's probably something safe available via credit cards and the web. I'm not sure how it would work, but I thought it might be worth discussing. Also, before you buy, call around to local Blaupunkt dealers. Audi wants $195, but I found them for $179. Not a big deal, but for all of them, it could add up....
