I saw some mention at various forums about the site, HID4Less.com, as a source for a true Xenon conversion. I was curious enough to take a look.
About $800 to buy the kit that fits an Audi. But if you read their disclaimer, they make a point that they are marketing the kit for off-road use.
They cannot guarantee the street-use legality on a state-to-state basis. With that said, would would even be the point of buying such a kit?

because most people would buy them and put them on anyway
They aren't street legal in any state by the way. But I can vouch that there are many aftermarket HIDs installed on cars here in California, many of them aimed right in my face.
