My dealer was going to charge me $40 to perform the R&B, but when I showed up to pick the up the car, they said they would "comp" me for being a good customer. Not sure if they just tell customers that the first R&B is "comped" under the guise of being a "good customer" or if the gesture was legit.

Yes, my dealer actually told me that tire rotations are NOT included. However, when I asked them to do them for me at 10k, 20k, and 30k, they did not charge me - go figure.
If you ask them to rotate your tires when you are in for routine scheduled service, they should charge no more than $20.
