Should I get smoked taillights now or skip it and get rims a little sooner than otherwise?

Agree, should start with your wheels...
but the Hella smoked tails only retail for like $275, so why not do both?
Which wheels are you considering for your car? There are plenty of folks on the forum that are pretty handy with photoshop, and could cut and paste wheels on your car to see what it would look like.
Don't be suprised if you get a lot of comments about neding to lower the car with larger (17" or 18" wheels). The larger wheels (and resulting smaller sidewall of the tire) exaggerate the gap between the tire and the wheel well.

I (obviously) think smoked tails look great on dark colors, but...
I would do wheels and tires first, too. Not only from an appearance perspective, but bigger and better wheels and tires can improve the handling of the car, which the taillights obviously will not.
