Fluid level is too low - get approved power steering fluid from either the dealer or a
<center><img src="http://www.tdiparts.com/catalog/images/parts/pentchf11s.jpg"></center><p>local foreign car parts place (Pentosin 11S is recommended). Check level again after adding fluid and starting the car, and you may have to work the wheel back and forth a bit to get all the air out.
When the fluid level is too low, the pump sucks in air, causing the noise and the foaming. This is not good. You also need to start looking for signs of a power steering fluid leak.
