Headlight Question - Proper re-sealing? Rubber Surrounds?

I've gotten the lights put back together with a fair dose of silicon, but I have a couple questions for anybody who's taken their lights apart:
1) When I took my lights out, the rubber "surround" that runs around the top and sides of the light housings basically fell apart on both lights. they are in pieces. Are they imperative to have on the car? If so, does anyone have a source for them? I can't seem to find them online at all.
2) Did you run another bead of silicon around the lens after you assembled the lights to keep moisture out? I've been considering this, but IF I have to take them apart again later, it's going to be a PITA!
