I was able to reach Garrett several times - but yes he seems to be very busy and sometimes difficult to reach.
If you think you will be using a Garrett chip and will be having someone install it , check out his distributiors at his Web Site. I have been talking to Todd at AWE in Phily. He has been accessible, very knowledgable, and I think has provided the facility for the dyno testing of Garrett's chips.
