TUV is pretty amazing. To register a car in Germany you need TUV inspections
when your TUV runs out, you gotta park the car. It makes for some very cheap used cars if the owner (and buyer) know that the car will never pass TUV again. When I was an exchange student over there, a couple of my fellow Amis bought old Beetles or R4s (Renault) for a few hundred DMs since they had < 1 year of TUV left. One guy then drove the beetle to Hungary and sold it there for what he paid for it.
