You have no idea what you are saying... that would give any other country the "right" to use theirs
China, India, Broken off parts of the USSR.... countries where the rules are just as ruthless as the Taliban. If we nuke first that would mean that instead of the WTC next time it could be the whole Country.

US Policy is no nukes as a first strike weapon
But if the Taliban/Afghanistan/Al Queda we're nuts enough to use one or two on the U.S., then it would become very clear that it's either us or them. And then we'd go nuclear.
