Remove License Plate Body Piece

I just got my new piece to mount the license plate on and I need to know how to remove the existing one and put this one on. Any help?

Should I mount the license plate before or after I put the new piece on?

Often the plate screws go through the front fascia...

Instead of mounting the plate bracket to the front plate as directed often the dealer drills through the front bumper fascia. If the panel doesn't come off easiy and seems "stuck" wher the screws are drill them out- they are usually alluminum and can be done with a hand drill.
