ATTN 180TTQ Owners: What is broken under the rear of my car here....?

This is located directly under rear bumper, passenger side, opposite of tail pipe. It looks like a piece of plastic is broken off here leaving a sharp edge. What is this supposed to look like in original form? Thx in advance.
