Taking off Calipers
1. Is this normal?
2. Do I need new brake shoes?

On the back there are definitely tabs on the pads that have to slide into slots on the calipers. Plus, you need to make sure the spring clip on the back of the pads is sitting correctly against the inside of the caliper, make sure it is compressed and sitting level and not shifted to one side or the other or else the pads can come loose. Getting the rear pads in is a PITA, you just need to fight with it until it all sits in properly. You may need to flex the spring clip out a little bit to help persuade it to seat correctly.
