If I buy a DSG steering wheel sans airbag, does the dealer have to put my old one in it?

If you're talking airbag I think he would be legally compelled to replace airbag....
If not I don't think any repair facility with any assets would not but an airbag in for liability reasons- and if/when you sell that car you would have a liability problem.
