Is there an expiration date on the gift certificate? can you buy...

the gift certificate now at 10% discount and use it during the sale for additional discount? the stage III+ looks doable if this is true.

Don't most states require raffles to allow free entry? Unless you're a Church?

Typically you give "automatic" entry to people who spend a certain amount, but you have to allow anyone to send in a postcard, or whatever, for a free entry. You can make the free entry obnoxious, but not onerous.
