Default Braking delay in wet conditions . . . anyone else?

This has happened several times now under similar conditions . . . freeway speeds, rain or slushy snow . . . when I first hit the brakes, there's about a 1-second delay before they take hold. Hasn't been a critical issue until Saturday when another driver veered into my lane in front of me, and for a second or so I wasn't sure I could brake enough to avoid rear-ending him. I know that some of the more recently designed braking systems (BMW, A4s maybe?) pulse the brakes periodically to disperse water. But I've never experienced anything to this degree on any disc brake system. My TT is an '05 with 18,000 miles, so brake wear shouldn't be an issue (and I recall experiencing this when it was new). Sound familiar to anyone? Suggestions? Thanks in advance!

Default Water on the rotors....>>

Crossdrilled or slotted rotors will reduce this substantially...

No doubt you're right. But should I consider this a "normal" condition?

Default it's most likely more to do with the pads you are running...

they must be soaking up water and it takes a second for them to dry out when you brake. Which pads are on there? I've never had this problem with OEM or Hawk HPS pads. do you still have your splash guards in place?

Default no, it's not normal on the TT. I have driven cars missing the front rotor splash shields

and experienced this, but never on the TT.

Default Funny you should say that. I've never had this problem until I put on x-drilled rotors.

This applies to both my A4 and TT. Stock brakes neved did this.

Default Actually,I never experienced this UNTIL I switched to slotted/x-drilled rotors w/ a big brake setup.

.....and I left the rotor shields in place. (minor bending required)
