What size is this rim? I'm confused about how to measure wheels! Someone help please!

What size is this rim? I'm confused about how to measure wheels! Someone help please!

Will these fit on the front of my 225 QC? I know they'll fit on the rear anyway... the front is in question here.
When measuring the width of a wheel (rim) do you just measure from farthest edge to farthest edge? Or is there some weird thing where you measure from the inside of each lip or something? The UK people claim Keskin doesn't make the wheels I ordered in 19x9.5"... but when I measure the wheels... they're clearly 9.5 inches wide (outermost edge to outermost edge). The box is labled 8,5 x 19 (note the comma not a point cuz its German) and their site only lists that wheel as being made in 8,5 width for 19" diameter. WTF is going on here?
