what's the best place to get a 3.2 bumper?
I remember seeing VagParts.co.uk as a good source before... I'm worried that it may take some time coming from the UK though, and I would like to have the bumper in hand within 3 weeks.

your local dealer. search here for part numbers. price has gone up a bit.
still cheaper than from the UK though, and through your dealer it may be possible to have it in a few days unless it's a backordered part, which it was for a while. Decide if you want the 3.2 grills or if you want to DIY mesh, etc. Some have needed special 3.2 brackets to make it fit; mine didn't, and in fact wouldn't fit with them. Bolts on unless you have a FMIC, then it requires some minor trimming on the inside that you won't notice when it's done.

all depends where you are. West Broad Audi had some good prices for them, but
pricing keeps going up.
i ended up having my body shop order it...they get their discount and there's no shipping charges and tax....well, i paid by cash in the end.
with sourcing it yourself, you're stuck with the shipping charges which can eat into the total price.

mine (I think most?) dealers don't charge shipping for parts (directly at least)
I did pay a small expedited shipping fee for mine, that's cause I got it in 3 days from Germany to my dealer in Michigan when everyone else was paying $$ to ship them from the UK. Otherwise a standard order on the bumper would have had "free" shipping through the dealer.
