Does a chip improve part-throttle oomph, or just foot-to-the-floor power?

Default Does a chip improve part-throttle oomph, or just foot-to-the-floor power?
And once chipped, does the Vag-Com or ProDiag work the same? That is, do the same fields hold the same data? Does chipping (especially the reflashing type that APR and GIAC do) just change data in various data maps and tables?
