Overboosting Issue - Any Ideas? What should I check/replace?

Overboosting Issue - Any Ideas? What should I check/replace?
Our 225 TT is GIAC Chipped with everything else stock. We replaced the MAF and did a pressure test. The car will boost up to 25psi and possibly over(the gauge doesn't go higher than 25).
EDIT - it never over-boosted like this after the chip install only until about 6 months later it started acting up.
Only things i can think of are N75 valve or the Diverter Valve. Anything else that could be a possibility?
We want to get a boost machine to control some of this, but I don't think we should until this problem is addressed.
