In other words, because the outside of the wheel has a larger radius, it is moving at a higher speed than the hub, even though all parts of the wheel have the same rpm.
Imagine cutting the wheel and stretching it out - the outside radius is longer than the hub, but rotates at the same rate as the hub, so must travel at a higher speed.
So, for photographs: At a given shutter speed, the outside radius will appear blurred compared to the center cap/bolts.
