The cap moves slower than the outside of the wheel. At the same shutter speed, areas closer to the hub blur less than the rim and tire.
In other words, because the outside of the wheel has a larger radius, it is moving at a higher speed than the hub, even though all parts of the wheel have the same rpm.
Imagine cutting the wheel and stretching it out - the outside radius is longer than the hub, but rotates at the same rate as the hub, so must travel at a higher speed.
So, for photographs: At a given shutter speed, the outside radius will appear blurred compared to the center cap/bolts.
Stuff you need to know for mosports photography.

It is a real image that my best friend took, and he has incredible equipment that cost over $10,000 - furthermore, he is a professional photographer and knows how to use what he has.
