Definitely not a surprise that a car tuner could make a single rendition of car A faster than car B with C amount of dollars.
Anything could be done with enough budget and if the dude with the S4 wants to flex his e-peen because of that, great. But let's compare apples to apples, please. In theory, I could go buy a $500 rustbucket at a junk yard and make it faster than that s4, but that doesn't really mean squat.
