I think it must be... 2 spots under both headlights

it's gonna end up costing me to get the whole bumper resprayed

Do you want the good news or the bad news ?....

Good news - you're not alone ! I've got little bubbles above you license plate on the front bumper, and paint has slighly peeled from just on the ridge below the grille (which I've wetsanded back and lacquered to stop it spreading any further. It's first cause is due to rock chips, the second is...well, read on...

Bad news - I've heard plenty about this happening, and Audi claim that it's because they can't paint as "thick" on plastic as you can on metal, and they're asking for 450 GBP's for a complete bumper respray.
