Wierd brake problem.

Wierd brake problem.
My ABS engages anywhere between 0-5 mph, always. In reverse, forwards, neutral, engine off key forward. If I'm going between 0-5 abs engages, makes some weird noises and modulates my braking. Any suggestions on this? No ABS light on. Pads are almost new, can't seem to find any obvious problems.

Vag the car and make sure its ABS. Does it drive perfectly at higher speeds?
Could be ABS sensor (cheap) or ABS module (expensive) if it is at all related to ABS. Does it do it on all 4 wheels or only one?

It's hard to tell since it's at such slow speeds. ABS works at higher speeds normally. It feels like the drives front maybe back, I can't isolate it. It drives just like it should at anything above 5 mph. Just doesn't make alot of sense
