I think there is truth to that .....
I use it all the time, and I can tell you from my own experience that if you get any on the tread portion of the tire, it will handle like crap until it is all worn off. As far as the TT being bouncy, that might be in your head because we all know that tire shine does not do anything to the suspension - lol

the sidewalls of your tires do make contact with the pavement when cornering, though...
if you chalk the sides of your tires during track days, you'll see how much the chalk wears away where the tire makes contact with the pavement. if you've got tire gloss on that area, your handling could certainly could suffer as a result...
