I think i heard the phrase "there is a 500$ deductible..." at least 5 times....She asked how much the tires were....
my response :"IIRC about 140$ new..."
insurance co: " lets see, that is a little less than 600$, do you realize that you have a 500$ deductible"
my response: "I understand both statements, but as i reported, there were wheels with the tires so it is not 600$"
insurance co: "what type of wheels were they?"
my response: " original OEM Audi wheels. They came with the car when I bought it"
insurance co: "have you checked the local pawn shops and hubcap locations?"
my response: "no...am i suppose to drive around and do that??? I am looking at Craigslist and Ebay"
insurance co: "well, you know that someone stole them for money most likely..."
my response: "not sure that me going on a wild goose chase all over fairfield county looking for my wheels is gonna help anything....

and so it went....mind you i have NEVAR EVAR had a claim on a homeowners insurance policy in my 20yrs of owning property.......
I guess my overall pessimism of the insurance industry continues to get re-enforced...
Rant over..
Alstate asked for an itemized list, which I put together, with Sears part numbers. They then looked each item up and cut a check. I verified their prices matched the Sears website. Then I went and bought new tools in large sets, thus replacing everything with cash left over for a bigger air compressor and a rolling tool box.
Not sure who your insurer is, but like Robert said, stay on it. They'd rather cut you the check than argue for too long.

I agree that insurance companies are so difficult to get anything out of and they'll always try the cheapest alternative. If you're having this much trouble already, I can only guess that they'll want to reimburse you for market value of used wheels... or at the least, try and replace them on their own with used or replica wheels.
