they must be using some sort of "intent" clause or something. This reeks of Gestapo tactics. Oh yeah, what ever happens in California, doesn't stay in California...your're next...let's see how this one gets resolved.

California is just wack. I wish they would secede.
saw on the news today that San Francisco has declared itself an asylum city for illegal immigrants, offering free govt and health services, and also stating that they would refuse to cooperate with the Federal Govt wrt the immigration issue. IIRC, San Fran has also told the Marine Corps that they could not film commercials in their city, and that they frown on recruiters being there at all. I say fvck those legislators making those decisions, and the Feds should withhold any and all Federal funds until California comes back from la-la land.

True, but...
How many times have we heard of someone de-modding to pass inspection and then putting it all back together again. I don't believe that CA's emissions laws are at all effective but those are the laws. No choice but to pay the piper when your time comes due.
On the other hand, if these guys had shut their hoods and locked their doors before they were questioned, the police would have had no right to inspect the cars or their modifications. They would've only needed to produce their registrations and their emissions paperwork.
Warrantless searches could've been thrown out of court without a second thought.
