stupid concept, and dangerous for everybody. No power assist brakes, steering, no way to accelerate from a hazard if need be, because you're coasting along with your engine off.
They're often coasting along below the speed limit too, so even driving at the speed limit, you could quickly catch/overtake/hit one of these cars.
I might even go as far as to say one slow driver blocking up a lane on a 4 lane highway creates enough of a bottleneck that the resulting change in traffic pattern/speed forces everyone to collectively use more fuel than the one jackass is saving.
