update on my engine noise when it rained hard a few days ago...
there was no wear on my belt and the tensioner was good. but looking closely at the belt, and one side was actually starting to dry out and crack. the rubber was oxidizing on that side and when bent back, it wasn't as plyable like the other side.
swapped out the belt just in case.
i can imagine that when water splashed on it...the dried out rubber side was probably making that noise until the water evaporated. good call from Steve, who else. thx!
