If purchased from a private party the IL tax code breaks it down by the year of the vehicle...In your case the tax from private party is 50.00 on a 9 year old vehicle. The title issued to you by a private party will be marked as signature transfer to you from that party.
You won't be able to fudge the dealer / private party deal though when you go to register. Any agent of the state (DMV/ Title processor / Currency Exchange) will see the dealer stamps and automatically charge you the percentage times the cash value and will then require you to show the bill of sale by the dealer as well as the tax status paid receipt in order for you to prove the actual sales amount.
