The result is more unburned hydrocarbons (oil and crap you see in your pic) and a tiny bit more 'blow-by'. That's because the engine isn't as warm as designed to run, so you may get a little more combustion gas passing the rings into the crankcase. A tiny bit more, but over time, it can cause that sort of build up faster than a normal engine.
Also, replace the collapsed vacuum line. It can only cause you troubles.
