Default Would a collapsed vac line cause this?

I took the head off my 80' 4cyl and found a collapsed vac line off the back of it. Would that(could that) cause the vacuum to suck the oil out of the crankcase and into the rest of the system?

Any other possible causes that you could think of?

Default Agree with MikTip, with a little more:

Are you sure your thermostat is operating properly? That is, does it close and let the engine warm up, then open? If it is stuck wide open, your engine will rarely come up to operating temp, especially on the highway or with the ac fan running.

The result is more unburned hydrocarbons (oil and crap you see in your pic) and a tiny bit more 'blow-by'. That's because the engine isn't as warm as designed to run, so you may get a little more combustion gas passing the rings into the crankcase. A tiny bit more, but over time, it can cause that sort of build up faster than a normal engine.

Also, replace the collapsed vacuum line. It can only cause you troubles.
