Odd noise coming from the car...could this be my fuel pump?

Odd noise coming from the car...could this be my fuel pump?
When i turn on my car, i hear a odd noise coming from the rear.( i think rear right )
Its not exhaust related because, it doesnt sound like rattling or vibrating of metal... its kinda like a humming sound..
Also, when i turn the key only half way (engine not on) i'l get the noise as well, its like a humming sound sort of.
Has anyone expereienced anything like this? Those who have had their fuel pumps changed, what symptoms did your car show?
i'm not chipped, and the mods i have are all in my sig.
